STATEMENT OF PROBLEM TARGET DATE
A comprehensive file of all-source information on Soviet August 1968
corrective labor camps has been accumulated by GD/S in the course ANALYST/BRANCH
of general research and IMP production, and as an outgrowth of our
inquiry into civil disturbances. Since the last comprehensive
report on Soviet corrective labor camps was produced a decade ago EST. ANALYST MANHOURS
(by ORR in 1958), there has been a lack of reliable up-to-date
information in the intelligence community on the subject. We 300
think that the number and capacity of these camps is greater than
what is generally believed (there are about 600 camps on our list now). In
view of the widespread interest which we have encountered on this subject, we
should now publish our findings in a report that analyzes current distribution
and includes a comprehensive map showing all known camps categorized according
to size and economic activity.
