Present: Mr. Dulles, General Cabell, Mr. Bissell, Mr. Amory,
Mr. Lloyd, Mr. Kirkpatrick, Mr. Barnes, Mr. Abbot
Smith,
a. Referred to the morning's Diplomatic Summary and to a
State Department telegram from Vientiane, both reflecting upon the
critical condition in Laos. A general discussion ensued as to what
might be done by the U. S. Government, and Mr. Bissell pointed
out that basically the Department of Defense has been advocating
increased financial and military assistance for some time but that
the State Department has been hesitant to go forward with additional
aid. The Director then commented that a meeting had just been set
up in Mr. Dillon's office for that afternoon to formulate just what
action the U. S. Government will take with regard to Laos. He asked
Mr. Bissell to accompany him to this meeting.
b. Referred to a cable from ) relating the

election support. ter some discussion, it was agreed that it was
not necessary for the Director to go back to the OCB at the present
time for any additional funds.

as the over-all intelligence coordinator. Some dis-
cussion followed in which General Cabell stated that he felt our out-
going message was quite misleading and he had already asked
I uin EE Division to draft a new message which would modify cer-
tain misapprehensions he felt the field would acquire from
d. Referred to a long message from the Dalai Lama to the
U. S. Government, and asked Mr. Bissell to report to him on what
the State Department is doing with respect to a number of questions
raised concerning the future plans of the Dalai Lama and the admis-
sion of Tibetan refugees to the United States. He also referred to the
situation in Bhutan and asked 4

e. Stated that he had had lunch with Elmer Staats and Gates
Lloyd on Friday, and commented that they did not get into a discussion
of the CIA budget but that Staats had expressed interest in receiving
at an early date our response to a Bureau of the Budget request for a
paper reflecting a comparison between U. S. and Soviet budgets. Mr.
Amory stated that ORR was working on this paper and he would check
into the status of it.
Announced that he had been asked to attend a State-JCS meeting
on 28 August which was being specifically called to discuss NATO,
the new Central Treaty Organization (CENTO), and Laos. He stated
that this meeting was to discuss various capabilities and that he planned
to take both Messrs. Amory and Broe to the meeting with him..
Noted that Q was getting ready to make a trip to

on coordination problems, and suggested thatiIshould postpone this
trip until after Jim Critchfield returns from a trip he is making to
during which he is sure to cover much of the same ground
I Iwill be interested in. After some discussion, it was agreed to
bring this up at a later date just prior to Odeparture to determine
if the time was then apropos for~to make the trip.
Reported on the arrangements he has made for support to the
President during his forthcoming trip. He stated that will
be in touch with Andy Good aster and will funnel all intelligence support
through him he will travel with the President's
entourage furnish support in the same fashion.
No effort is being made to cover the President's brief stop in Bonn in
this manner. The Director suggested that instructions be sent out also
