PRESENT: Mr. Dulles, Mr. Bissell (part of meeting), Colonel White,
Mr. Kirkpatrick, Mr. Helms (part of meeting), Mr. Barnes,

a. Noted he had received a telephone call from Najeeb
Halaby, Administrator of the F. A. A., who stated he is making a
report on the hijacking of the Eastern Airlines plane by the Cubans,
and asked if C. I. A. could make a contribution. Mr. Dulles said
he advised Mr. Halaby that this matter was more in the F_ B. I. field
than in ours, however we would, of course, furnish him any information
obtained. It was pointed out that Castro, in his 26 July speech, had 25X1
indicated that he would be willing to release the hijacked plane provided
the U. S. Government agrees to relpa e any future Cuban planes that
might land in the U. S.

Director noted his intension of calling Mr. Halaby about these two
items and making copies available to him (done). At the Director's
request, Mr. Barnes will undertake to get in touch with Mr. Halaby
and lay on arrangements to provide him with any information received
on this subject. It was suggested that in order to be of as much assis-
tance as possible, selected stations should be alerted to report any and
all information obtained on this problem. The Director asked Mr. Bissell
to raise this at the Latin American Chiefs of Station Conference now
b. Noted a cable from Chief of Station,0 regarding
a request from the Ambassador that he be advised of all C. I. A. operations,
and asked Mr. Helms to take this matter up during his discussions with
Ambassador Bohlen at State.
Mr. Helms noted that the question of a recorder for the
discussions he is now having with Ambassador Bohlen regarding C. I. A.
operations had been raised and, after some discussion, it was agreed
it would be preferable if the individual selected were from the clerical
level. The Director stated that he hoped that during the Bohlen/Helms
discussions details of operations could be avoided while other people
are present. He said that there was, of course, no objection to giving
Ambassador Bohlen any and all details required. Mr. Helms commented

that he had been attempting to do just that; however, there were times
when, due to the questions asked by the Ambassador, he necessarily
had to go into details.
c. Noted a cable indicating that the Soviets are possibly
establishing a submarine base in the Moluccas Islands and asked that
this inforrra tion be checked with the Navy. ACTION: DD/P and DD/I
d. Referred to National Security Action Memorandum #63,
Subject: Policy Guidance in Pre-emption of U. S. Government Controled
Broadcasting, and noted that this guidance would be relayed from State
through U. S. I. A. . Mr. Helms commented that there is a meeting on this
in the Department at 4:00 p. m. this afternoon.
e. Referred to the recommendations from the President's
Board asking for C. I. A. views and comments on the advisability of
moving the Clandestine Services to the new building, and noted that
copies of this recommendation had been made available to Gen. Cabell
and the deputies. ACTION: DD/S in coordination with DD/P.

!lr. Kirkpatrick also noted he is looking into who is
responsible for allowing this book to get along as far as it has.
a. Referred to Recommendation No. 5 of the President's
Board regarding signal intelligence and noted that C. I. A. had not
been asked to comment on the paragraph relating to N. S. A. Mr.
Kirkpatrick undertook to find out from Pat Coyne the cause of this
omission and advise him that the Director feels we should comment
on this recommendation.
In this connection, Mr. Sheldon also noted that the defense
intelligence agency is still fighting over who controls N. S. A. - -
OSD or the Joint Chiefs of Staff, and. that this problem too has a
bearing on certain of the Director's assigned responsibilities. He
says as it now stands C. I. A. (OCI) will no longer have a right to pre-
pare military items of a current intelligence nature and that such items
are to be furnished by the DJA for inclusion in any C. I. A. publication.
reports that had been submitted to the President twice.
The Director noted he had sent copies of these reports to Gen. Clifton

b. Asked if the Director desired a memorandum prepared
for the President to use in his discussions with the Chinats. The
Director stated this is a responsibility of the Department of State,
however we should certainly offer to be of any assistance to the
Department. ACTION: Dr. Kent.
Noted that Recommendation No. 11 of the President's
Board calls for a report of implementation on the recommendations
of the Study Group and C. I. A. had been asked to report on only four
of these recommendations. He said it was his opinion that the Agency
was involved in one way or another in all 24 of the recommendations
of the Study Group and he proposed that the DCI, as the Intelligence
Coordinator, report on all. The Director concurred.
