The Foreign Service Institute will begin its second one-week seminar on Intelligence and Foreign Policy on 14 December. Its content will be similar to that of the first running last December, described in the attachment; i. e., three days on the intelligence community and some of its parts, one day on CIA in general, and one day on the Clandestine Service. The only other brief- ing of old Foreign Service hands is the one-day program at CIA (7 December this year) for students of the Senior Seminar. 2. You will recall that the one-week FSI course was the product of a CIA initiative in the fall of 1969. It was to have been a CIA course of one week with special emphasis on the relationships between State and the Clandestine Service; but when the FSI realized that it had never given a course on any aspect of intel- ligence, it took over and relegated the CIA portion to two days plus presenta- tions by Tom Parrott on the structure of the community and Bruce Clarke on the Cuban missile crisis as a case study in intelligence production. The course was well received by the 25 FSOs who attended. 3. When the Deputies recently agreed to cancel Project Useful they also agreed that we are presenting too little orientation and briefing to too few For- eign Service Officers. It would help if the FSI course were given at least twice a year, but even better would be a supplementary series of programs run by CIA along the lines of the JCS/DIA briefings, perhaps also twice a year. It seems clear that more vigorous missionary work is called for: FSOs who attend our few briefings show woeful ignorance of CIA's missions and functions, and in particular of our interface with State.
