2. Ervin Bill, S. 782:
Passed Senate by voice vote, now in the House Civil Service and Post Office
Committee. The FBI has total exemption from its provisions; NSA and CIA have
limited exemption. It looks pretty certain that the Bill will pass. Mr. Bannerman
has met with OP and other offices to discuss the provisions of the Billy SOP's to
follow in the Agency should it become law. The Agency will designate a focal point
officer. Under the provisions, an Agency has 120 days in-house to complete its
work on a case. It is important not to take this Bill lightly --e. g. , under its
provisions, individual supervisors are subject to charge.
To bring a case, an employee need only think he has a case; it must then
be processed. If an effective date is not set (should it become law), then anything
that has transpired in one's employment history can be raised as a case.
Inter-Directorate Rotation Program
Mr. Wattles submitted a memo dated 4 June to the Executive Director-
Comptroller on the status on Inter-Directorate Rotation. Rotations among DDI,
DD/P and DD/S&T are in process of arrangement. It turns out, however, that
other Directorates would use the DD/S candidates in normal Support-type jobs.
Further, the DD/S has routinely been rotating for years --e.g. , we now have
careerists in DD/S&T alone, quite a few of them in S&T positions.
Mr. Wattles will look up figures on DD/S careerists in the other
Directorates.

4. External Fund Raising for Educational Aid Fund
Mr. Bross has been discussing this subject with Mr. McCone. The
Agency will organize external fund raising. Time and effort is required to make
it a success, with someone in the Agency designated responsibility for internal
handling of the matter.
