Mr. Dulles opened the meeting by commenting on the Agency's budget. He stated that the House is and always has been sympathetic to our budget and thinks that it is a reasonable one and is in good shape. He remarked that had he known last summer what the present world situation would have been, he would have recommended a larger budget for this coming year. Mr. Dulles also commented on the con- struction of the Agency's new building at Langley and stated that in June of this year bids will be opened for the construction of the foundation and that in approximately three months later bids will be opened for the const reaction of the building itself. He remarked that the present plans for the building is inadequate to house all of the Agency's personnel and that if present plans are carried out we will have approximately eople who will be unable to get into the new building. Mr.[;~ es felt that it was unwise at the present time to ask Congress for an additional appropriation to enlarge the build- ing. 2. General Cabell commented on the lack of security in telephone conversations throughout the Agency and cautioned the group to be more security minded when engaging in conversations with others in the Agency. 3. General Truscott gave a brief rundown on the status of the NSCIDs, advising that NSCID #1 thru 5 has now been approved by the IAC. He also advised that NSCID #6 concerning ELINT has tentative IAC approval and that NSCID #7 concerning critical communication has been delayed for the time being. General Truscott remarked that the progress made in the NSCIDs reflect a very worthwhile achievement and he feels that the relations of the Agency in the intelligence community will be greatly improved as a result thereof. 1. Mr. Stewart gave a brief report on the Federal Service Health Campaign, Federal Service Joint Crusade and the United Givers Fund Drive.
