1. INCREASED EFFICIENCY
Mr. Dulles opened the meeting with a suggestion that all those
persons present attempt to cut down on the paperwork in their respective
organizations in the coming year without reducing their efficiency. He
suggested that the length of memoranda be cut down and that the volume of
correspondence be reduced wherever possible.
2. LETTER FROM THE PRESIDENT
The DCI read portions of a letter he had received from the
President indicating appreciation for the good work that was done during
the past year, particularly during the last six months when a number of
crises had-confronted us. Mr. Dulles said that he did not take this
letter personally, but as a commendation to all Agency personnel who had
contributed so much to this.
3. TEN YEAR ACCOMPLISHMENTS
The DCI indicated that 1957 would corJi ie the first decade of
the work of the Agency under the law that constituted it and that he in-
tended to have a study prepared for submission to the President reflecting
the extent to which the Agency has carried out the responsibilities given
fir to it by the National Security Act of 1947.
4. CONGRESSIONAL MEETINGS
The Director said that he had met during the past week with
Chairman Vinson of the House Armed Services Committee for the purpose of
paving the way for future discussions with his committee. The DCI will
meet with the Committee 16 January 1957.
The Director stated that the'Vatch-Dog" committee had been re-
introduced in both Houses of the Congress but that he doubts that it will
pass. He said that our external position, individually and collectively,
should be not1A oppose the establishment of such a committee. He anticipates
that, as in the past, he will discuss this matter at some length with the
various leaders in the Congress.
The Director had a meeting last week with the sub-committee of the
Appropriations Committee. Various matters having to do with current and
past operations of the Agency were discussed. The Agency budget was not
one of the subjects covered.
5. PERSONNEL ANNOUNCEMENT

6. EMERGENCY PLANNING
Colonel White announced that he had recently attended a meeting
of the Agency heads called by Mr. Fleming of the Office of Defense
Mobilization to discuss the revised Mobilization Plan C. Colonel White
said that specific duties for CIA were not contained in the mobilization
plan and that our job would be to keep abreast of actions of other depart-
ments that may affect us.
7. NEW BUILDING
Colonel White indicated that the architects' tentative plans for
the new building are due around the end of January but that it may be the
25X1 middle of February before they are received. I showed the
group an architectu?al drawing of the proposed building and explained the
general location of major components therein.
8. HOLIDAY
Colonel White announced that 21 January 1957 had been declared
a holiday for government agencies in the Washington area. He said that
this would be a "Sunday-type" holiday for purposes of staffing within the
Agency.
