Regarding your attached note, tentative plans are as follows:
a. Individuals engaged in full-time professional PPB jobs should
have an internal Agency course of about two weeks. This course has not
yet been developed because no one in the Agency is yet sufficiently knowl -
edgable to develop it. Those who have attended the three-week Civil Serv-
ice Course so far have not had prior PPB experience and are therefore un-
able to contribute significantly to the development of a similar internal
course. In attending the upcoming session of the CSC course, I hope to
be able to contribute to this effort upon my return. The Director of Training
hopes to have this course in being by October.
b. We are also thinking of a two -day Agency orientation session
for managers and line executives with the objective of permitting them to
understand and use the new system. The Director of Training expects to
get this one going during August or September.
c. The extensive nine -month programs in graduate study should
be limited to bright young people with appropriate backgrounds whose careers
subsequently will be aimed in the PPB direction. There are two of these
programs - NIPA and IDA. The Director of Training has two nominees for the
nine-month Systems Analysis Course offered by the Institute of Defense
Analysis and these will soon be presented to you for review.
The people for the above training have not yet been selected because
course content has not yet been developed. Lists of nominees hopefully can
be compiled as soon as we have courses to offer.
