1. I recently learned that TSD is proposing to put into
the Mid-Career Training Course selected employees in Grades 15,
16 and possibly 17. A number of their people, although attain-
ing high grades, have never had positions of responsibility
where management of people and components was involved. Now
that these employees will be moving into management positions,
TSD feels that they could benefit materially from training they
would receive in the Mid-Career Course. I have also heard that
the Directorate of Science and Technology have generally the
same reasons for having a number of their higher grade personnel
enter the Mid-Career Course.
2. If this feeling that personnel in grades higher than
normally taken into the Mid-Career Course is present to a signifi-
cant enough degree it may warrant the development and running of
a new management course tailored to attain specific objectives.
