Production of a Course on Planning, Programming
and Budgeting
1. Mr. Clarke, Director of Planning, Programming and
Budgeting has assured me that you should proceed with Mr. Richardson's
proposal that evelop a planning, programming and
budgeting training course. Mr. Clarke advised that he will either make
sure the Support Directorate allocation of funds for FY 67 provides the
$40, 000 required for the Office of Training proposal or he will ask
Colonel White to provide the money from funds allocated to the Office
of the Executive Director-Comptroller.
2. Mr. Clarke indicated that the choosing of alternative methods
of accomplishing our objectives has saved the Agency millions of dollars
and that if a course such as the one proposed will train people to think
in terms of such alternatives it will certainly be well worth the $40, 000.
