CIA-RDP&4-00780R001400130009-6 DD/S 66-0173 Approved For Release,, 200/04/29: CIA-RDP84-00780 R001400130009-6 10 January 1966 MEMORANDUM FOR THE RECORD SUBJECT: Supergrade Review Panel Effective this date a Supergrade Review Panel consisting of the DDS, ADDS, and the DD/S Executive Officer is established to review, prior to my submitting such actions to the DDCI for approval, all recommendations for the promotion of Support personnel, or employees occupying Support positions, to grades GS-16 and above, The Panel will also review, prior to my concurring in such actions, recommendations involving the transfer, reassignment, or other actions affecting supergrade employees in the Support Directorate. Services--one for geasral Support ilea sonnel including those in the Ozfice o.: the DD/S, end a separate Service or each of the seven Offices In the Directorate. Hach Career Service has its own allocation o=' supergracle positions. Each Service also has a formally established Career Service Board which, in the case ow the seven Offices, plays a p zt in the preliminary selection of individuals recommended for promotion to GS-lb; and, for n S careerists, proposes candidates on the basis o _ competitive r ankin. REVIEW OF PROMOTIONS TO GS-i5 In selecting employees for promotion to CS-is, all Support Career Services 'ollow a competitive ranking proccedure, using their Career Service Boards for this purpose. For several years a 1 such promotions have been subject to :review and approval by the DD/S who includes in his review an assent of the career potential of each employee, and -particularly his potefial for advancement to the supergrace ranks. PROMOTIONS Career Service Recommendations The Support Career Service Boas:d, which is chaired by the DD/S ixecu- tive Officer and includes the Director or Deputy Director of each Support Offica, recommends the promotion of, `S' careerists to GS-;lei, based on the conpetitive ranking of GS-15's In that Service. Recommendations from the other seven Services follow somewhat less Y:ormai procedures because the composition of their Boards and the nature of the problem make it impractical to have the Boards initiate such actions. With all seven Services, consideration is given to vast actions and evaluations by their Boards which have a bearing on candidates for CS-t6. DDS Action All recommendations for promotion to CS-16 a .re eviewed by the DD/S ecutive Officer, the ADDS, and the DDS before being presented to the DDCI. PROMOTIONS TO GS-17 AND GS-t8 Because of the relatively small number o" supergrade allocations in the Directorate at grades CAS-17 and CS-IS and the nature of the position each in volves, recommendations at these levels are Initiated by the DD or by the responsible OfIce Director in close coordination with the ODS. .l such recommendations are reviewed by the DD/S Executive Officer, AIM, and the S before being presented to the DDCI.
