Approved For Release 2003/05/27 : CIA-RDP84-00780 R001400120096-1 Q CRETE' 21 JAS 1966 MEMORANDUM FOR: Mr. Bannerman via Mr. War/Ad/ Six employees resigned in Calendar Year 1964 and eleven resigned in Calendar Year 1965 in lieu of facing separation action and under circum- stances where an immediate Civil Service annuity based upon discontinued service was considered to be available. Employees who are in the Civil Service Retirement System. can apply for this annuity if they are 50 years of age and have 20 years service or if they have 25 years service regardless of age, and in either case the annuity is reduced if the employee is under 60 years of age. The Civil Service Commission has the right to go behind the employee's application and examine the merits of an individual case. When we have a 25X1 complicated case, has personally presented it and discussed it with Andy Ruddock, who is the Director, Bureau of Retirement and Insurance, Civil Service Commission. In each case of resignation because the position is being abolished, the Director of Personnel ascertains that the position is in fact abolished. In 25X1 discussing the 1964 and 1965 cases with it is apparent that every case is determine to have been Initiate by the Agency rather than the individual, although in some cases, for example, 25X1 the employee is not at all unhappy. Attached is a list and some identification of the 1964 and 1965 cases.
