MEMORANDUM FOR: Assistant Deputy Director for Support
SUBJECT : Delegation of Authority for Short Term Extensions -
CIA Retirement and Disability System
REFERENCE : Memo fr ADDS to D/Pers dtd 7 Sep 66, same subj
1. In regard to paragraph 1 of referenced memorandum it is my
understanding that the Executive Director will not ask the Director
to extend my authority to approve temporary extensions for persons
beyond the mandatory retirement age--at least until we have a better
understanding as to the nature and magnitude of the problem involved.
Toward this end I am preparing a listing of all cases not yet proc-
essed involving persons who have already attained the mandatory
retirement age of 60. This will delineate the volume of cases to be
handled which might require the Director's personal attention in the
absence of extended authority to me.
2. I am also drafting a memorandum from the Executive Director
to the Director which will establish a closing date by which all
outstanding cases will either have been processed to the Retirement
Board or will automatically be redlined. The act of redlining cases
does not, of course, preclude their subsequent resubmission should
the individuals subsequently establish that they meet the eligibility
criteria.
3. In regard to paragraph 2 of your memorandum I had no prior
knowledge of this requirement. I will advise the Board of the
Director's wish that all such cases be forwarded for the Director's
personal approval.
