I. Background A. Since 7 October 1966 Mr. in com- pliance with an agreement between the Deputy Director of Plans and Deputy Director of Personnel for Recruit- ment and Placement, has been reviewing, on a daily basis, incoming personnel files of all individuals recommended by the recruiters for the Career Training Program, 0 or as lateral entries as Operations or Reports Officers in the Clandestine Services. B. Mr. function has been: (a) To indicate, on the routing sheets of files forwarded to the DD/Pers/RCP, those individuals whom he considers to be of definite interest to the Clandestine Services; (b) identify to specific CS elements individuals who he deems of particular interest to them; and (c) insure that appropriate follow-up action is taken as merited. II. Progress to Date A. One hundred seven (107) files have been referred by C/RD to Mr. for his review. Of this latter number, 36. were considered to be clearly prospects for lateral entry as Operations or Reports Officers. Their files were routed to CSPS/A Acquisi- tions Branch. Sixteen (16) were routed to Personnel and 6 were considered to be prospects for assignment as Operational Assistants (so-called "Singing Sergeants") under Project B. To date, no members of the so-called "Flying Squad" have been used in hot-pursuit of outstanding prospects but Mr. states that five lateral entry prospects will be contacted in the very near future by Squad members as follows: C.
