Kirkpatrick went on to say that e article would not do us any good and in fact 25X1
would be harmful. The Director commented he had not seen it. In response
to a query from Mr. Bissell, Mr. Kirkpatrick replied that there are no legal
means to prevent publication.
It was agreed that Col. Grogan would call

the national interest.

a) Reported he had called on Bob Macy yesterday for the purpose of 25X1
requesting funds for CIA participation and assistance to

in implementing these programs. As a result Col. White said no firm eterinina-
tion was reached insofar as additional funds for CIA, were concerned. Colonel
White said he would suggest in future cases where it is necessary for CIA to go
to the Bureau of the Budget for funds which will be used for assisting other
departments and agencies of the government in carrying out programs of common
concern, that either he or the Comptroller be notified sufficiently in advance in
order that a check can be made with Budget to insure that funds have not already

remarked that he was, of course, aware of this, however, the PRC had taken
