Soviet military strategy calls for a world war that will be waged mainly
on the Asian continent and will appear to be defensive. The USSR either
has made a definite agreement with the Chinese Communists or plans to
control China through a chief of staff in the Peiping headquarters,*
2. Soviet plans in China include the following. points:
a0 Land reform as a powerful factor in preventing Chinese farmers from
being susceptible to U0S. influence. After land reform has been com-
pleted, the present governments of cities, hsien, towns, and villages
will. be replaced by military control areas, and nerve centers and all
command headquarters will be moved to village areas.

b. Expansion of communication networks to facilitate troop movements.
After the completion of land reform, the transportation system will
be developed under military control.
c. The secret construction of approximately 170 bases for Soviet use in
the third world Tamara These will include military and naval bases,
airfields, fuel supply depots, weather stations,, and radar networks.
The Soviet overall schedule calls for the completion of these bases
before the seizure of Hong Kong and Macao and before military action
against Taiwan.
d0 The supplying of the USSR with Chinese troops and strategic bases.
1,10 Tse-tung will work toward cormunizinp Southeast Asia and at
the same time will build up a huge army which will support the USSR
in the event of a world imr. Most of the service troops are to come
from conscription, which will begin when land reform has been completed
and the administrative areas established0 It is anticipated that
conscription will supply 60,000,,000 men,:,**

Comment0 This estimate of potential Communist service
forcesp in the usual sense of the term,, is much greater than any
previously seen by this office. It is unrealistic unless the term
service forces is loosely used to include noncombattants in arms
production and allied industry.
