The President's Daily Brief brings you significant new informa- tion every da We also search tor the longer term implications of these developments and how they fit together. I believe it will be helpful to you and the principals of the NSC, as well as a good discipline for us, to crystallize this process of looking ahead in what we might call a Threat Report. It will be a kind of running assessment of the chief problems which may be coming at us from around the world in the weeks and months ahead. It will vane out of the regular work of the National Intelligence Council, made up of the National Intelligence Officers who cover the various geographic areas and functional concerns-such as strategic and conventional forces, science and technology, international economics, terrorism, narcotics, nuclear proliferation, hostile intelligence threats and deception. The first of these reports is attached. We plan to produce one every few weeks, adapting that schedule to fit emerging developments.
