Unlike junior careerists who are commencing work with the Agency, the candidacies of Scholars-in-Residence are judged, in part, on whether their expertise will allow their almost immediate participation in the process of intelligence analysis and production. The responses which I have received from our analytical offices express reservations about your in-depth knowledge of Japanese and Vietnamese affairs which are of current concern to U.S. Government policymakers and the Intelligence Community. Consequently, I regret to say that your selection as a Scholar-in-Residence is not possible at this time. I wish the outcome could have been otherwise, and hope thae might be a future opportunity.
