1. The attached draft Memorandum to Holders is for your
approval. It updates the evidence on CW/Toxin use available to the
intelligence community through January 1983. An unclassified version of
rho findinnc was ralpacpd to the State Department last Octobe
2. While the attached draft does not break any important new
ground, it goes considerably beyond the earlier estimate and the open
publications in providing, for the first time, comprehensive tabulations
of reported attacks in 1982 and of sample collection histories and
analytic results.
3. The draft is being sent concurrently to the SRP and the NFIB
Representatives for their review.
