Dear Mr. Davis:
I was pleased to learn of your keen interest in the broad range
of aspects of the nuclear proliferation problem that you list in
your letter.
Some of your suggestions for work to be done by the Intelligence
Community--on nuclear terrorism,
are already very
much a part of our estimative production program. Others, such as a
harder look at the nuclear supplier countries and the problem of
"vertical" proliferation are good candidates for our future analytic
efforts. There will be an opportunity to consider these possibili-
ties at a Community post mortem meeting in mid-October, that will

mates. That meeting will be conducted under the auspices of the
National Intelligence Council (National Intelligence Officer at
Large, Hans Heymann, will chair it) and a representative of your
department will be participating.
In this connection, Hans informs me that he and his assistant
Assistant Secretary Roser gave them at our recent Williamsburg
conference that he and his people intend to participate actively in
the Community efforts to address the range of problems in the
nuclear proliferation area, some of which you have so vividly
described in your letter.
