1. This responds to your memorandum dated
7 April 1981, subject "National Intelligence
Topics."
2. It is assumed that the second item
under "Soviet Military Policy" on the first
page of the National Intelligence Topics
of Current Interest refers to strategic
nuclear forces. If so it is suggested that
the wording be revised to state
"What is the likelihood of a Soviet
strategic breakout or of a technolo-
gical breakthrough that would give
the Soviets a clear superiority in
strategic nuclear capabilities?"
