Weekly Report
Directorate of Administration
- Senator Richard G. Lugar (R., IN), SSCI, accompanied by Charles Andreae, his aide,
visited expressed an interest in operations and 25X1
CT training. They visited for further briefings and 25X1
demonstrations.
- The Priority Targets and Issues Course began on 3 January and runs through
13 January. This course is designed for officers who have recently completed the
Operations Course F----]provides a coverage of key regional issues and targets
facing.
- The Physical Security Division, OS, provided four U.S. Marine Corps officers a special
two-hour briefing regarding physical security. The briefng served to supplement the
officers' investigation into ways to protect Marine installations around the world.

Directorate of Science and Technology
At the request of the Office of Global Issues, FBIS has provided updated information
on Cuban efforts to jam VOA broadcasts. OGI was 25X1
particularly interested in the level of Cuban jamming of VOA's 1 January special
program marking the anniversary of Castro's takeover of power. FBIS monitoring,
efforts determined that, while radio interference of VOA broadcasts on 1180 kHz was
apparently intentional, it was consistent with the Cuban practice since July 1981, with
no discernible increase.
FBIS received a "green light" from the State Department on its plans for providing a
high-capacity communications linkage between bureaus and with FBIS Headquarters
("INTERNET"). FBIS will concentrate the first phase of INTERNET on Latin America
in accordance with guidance from the SSCI.
On 19 December NPIC briefed Kenneth Adelman, Director of the Arms Control and
Disarmament Agency, at the State Department on the SS-20 and Soviet operational
tactical missiles. The focus of the NPIC presentation was
monitoring problems.
Directorate of Intelligence
ALA prepared a typescript on Nicaraguan and El Salvadoran guerrilla propaganda
networks for the DCI and delivered a memorandum on the "Short-Term Impact of
Selective US Trade Embargo Against Nicaragua," to the NIC for the DCI's use in
upcoming SIG and NSPG meetings on Central America.
OGI is preparing a typescript memorandum on facilities used to train terrorists.
OGI provided a short update on evidence surrounding the Papal assassination attempt.
ACIS attended a meeting of the Senior Arms Control Policy Group on compliance
issues and briefed Dr. Jerry Johnson of the PFIAB on new developments in Soviet
compliance behavior.
National Intelligence Council
- NIO/LA (John Horton) prepared papers on Central America for use by the DCI and
DDCI at NSPG and SIG meetings.

NIO/At Large (David Low) prepared an economic analysis of Nicaragua for the DCI.
An IIM on the implications of North Korean and Chinese Proposals Concerning the
Korean Peninsula was prepared for presentation to NFIB Principals for telephonic
concurrence on 10 January 1984.
NIO/At Large (Low) chaired a meeting of analysts with Dr. Lewis Dunn, Assistant
Director/ACDA, for discussions on intelligence needs related to the upcoming NPT
Review Conference.
A/NIO/ALI Imet with the Vice Chairman of the CIPC to discuss plans 25X1
for a review of Community organization and resources related to CBW programs and
capabilities; and met with representatives of NRC to discuss their needs for
information on terrorist threats, and the status of an NRC/NIC MOU concerning
national intelligence support to the NRC.
NIO/LA, accompanied by C/LAD, attended a restricted IG meeting at State chaired by
Assistant Secretary Motley; with A/NIO/LA, met with DDO officers and Colonel
Stewart, the commander of Fort Bragg's 525th Military Intelligence Group and former
G-2 of the Grenada Task Force; and attended a seminar on Mexico sponsored by the
C/NIC's Mexican task force.
The NIO/Warning prepared for a visit to the Far East through discussions with DDI and
NSA area specialists, and at a meeting with MG Pfautz, Assistant Chief of Staff for
Intelligence, USAF.

Public Affairs Office
- D/PAO informed Bill Safire of the New York Times that he was in error in stating in
his column of 1 January that CIA routinely tapes telephone conversations and that we
live in a different ethical world than anyone else. He explained E.O. 12333 and our
regulations concerning the monitoring of phone calls. Safire said he appreciated his
call and seemed ready to correct the record. We'll see.

1. Progress reports on tasks assigned by DCI/DDCI:

2. Items/events of interest:

his aide, Mr. Charles Andreae.
b. The Priority Targets and Issues Course (PTIC) began
on 3 January and runs through Friday, 13 January. This course
is designed for officers who have recently completed the
Operations Course provides a coverage of key
regional and topical issues and targets facing the Directorate
of Operations today and in the coming years. The course
utilizes lectures, panel discussions, demonstrations and
workshops. It will be held largely at Headquarters with some
sessions in other nearby locations.
c. Mr. Alan Thompson, Chief of the National Archives
and Records Service (NARS) Declassification Division, advised
that the British are now following a more restrictive policy
concerning the release of names of MI-5 and MI-6 personnel.
Some apprehension was expressed that the OSS documents reviewed
by a special team in the Classification Review Division (CRD)
and then transferred to NARS might possibly contain British
names. CRD has investigated this concern with knowledgeable
personnel and are confident that we are in compliance with
British policy throughout--even the more recent guidelines
provided Mr. Thompson. Barring human error, there seems little
chance of British names reaching the general public.

f. As a result of increased operational activity, the
Agency's Advance Accounts as of 31 December 1983 totaled 28.6
percent more than last fiscal year's average, yet the total
delinquent outstanding advances (i.e., over 90 days) have
declined by 1.0 percent to a figure of 2.6 percent of all
advances outstanding. Special emphasis on advances by Agency
Budget and Fiscal offices has contributed greatly to this
improvement.
g. Requirements concerning Social Security and other
retirement contributions for new employees were successfully
implemented in the Biweekly Payroll System.
