Weekly Report
Directorate of Administration
- The Office of Information Services is initiating the transfer to the National Archives
of another 110 cubic feet of permanent OSS records that have reviewed by the DO.
This is the second increment of OSS records released.
The Director of Personnel had awrap-up session with Dr. Paul Seabury of the PFIAB on
recruitment in CIA. PFIAB Members recently visited the CIA recruitment offices and
have spoken well of our field activities. They were very vocal in expressing the opinion
that field recruitment offices must be retained.
Press Club Building, where copies were quickly made for OCPAS and the Community.
Directorate of Science and Technology
- FBIS onitored Soviet leader Chernenko's 5 September public
appearance rom oscow television and fed the videotape via satellite to the National
OCPAS reoorted that the quality was excellent.
FBIS has made arrangements for the U.S. Embassy in Moscow to send to FBIS tapes of
press briefings that Embassy officers attend. The USSR has dramatically increased its
use of press briefings for foreign journalists as a means of encouraging support abroad
for Soviet positions on foreign policy issues. Traditional FBIS media sources have
presented only sketchy descriptions of these briefings. Three tapes have been received
to date and are being translated for publication by JPRS.

- OGI contributed to a memorandum to the DCI on U.S. disengagement from UNESCO.
- SOVA prepared talking points for the DCPs meeting with the President on possible
Soviet actions in the Third World before the November elections.

SOVA and OCR prepared memos for President Reagan and Secretary Shultz for their
meeting with Soviet Foreign Minister Gromyko. A script also was prepared for a video
on Gromyko.
ALA will brief Secretary of State Shultz on the outlook for the Mexican energy
sector. Deputy Secretary of Treasury McNamar may also be briefed on Tuesday.
National Intelligence Council
- VC/NIC (Herbert Meyer) and riefed Richard Perle, Assistant Secretary of 25X1
Defense/Policy, on SNIE 11/1 - Directions in Soviet BCW Agent Development
and Their Implications, and discussed with him advances in the Soviet proQ-ram over the
past six months.
- Meetings were held to discuss the following interagency papers: NIE 73/5: Trends in
South Africa's Nuclear Pro rams and Policies; NIE 3-84: The Political Re ercussions
o the Debt Crisis in Major LDCs; IIA on Soviet Submarine War are Trends;
SNIE 11/17-2-84: Soviet Offensive Chemical Warfare Threat to NATO; and
NIE 85/4^84: The Cuban Military Buildup: Options or Castro.
- NIO/Counterterrorism David Whi le) chaired se arate seminars for Community

and terrorism in Western Europe; attended a meeting of the White House Operations
Group for discussions of potential terrorist threats to the President and others during

DESIST ADP system.

House Apropriations Committee is planning to try to complete their mark-up so that

and Senate can agree on an overall Defense level, the Continuing Resolution may serve
as a substitute for the 1985 Defense Appropriations Bill.

Office of Legislative Liaison
- On Thursday, 13 September, the Criminal Justice Subcommittee of the House Judiciary
Committee marked up and reported H.R. 6212, a bill that would add Intelligence
Community personnel and probation officers to the list of federal officers who are
protected by federal criminal law. Although there is no opposition to including
Intelligence Community personnel within this coverage, the Republicans may attempt
to use this bill as a vehicle to force a House floor vote on an unrelated issue, a federal 25X1
death sentence amendment.
- The House is expected to consider H.R. 5164 Monday, 17 September, and to vote on it
Wednesday, 19 September.
- The House and Senate Drug Czar Bills are ready for Conference. Boland has written a
letter requesting protection of DCI equities.
- Senator Tsongas may try to push a new version of the Afghanistan Resolution through
the Senate.

1. Progress reports on tasks assigned by the DCI/DDCI:

2. Items/events of interest:
c. The Operations and Maintenance Contractor
that is replacing GSA personnel, has made some progress in
firing an c Baring maintenance personnel. Out of 2,615 applicants, 50 have
been hired. These are mainly custodial personnel who are currently in
training that will continue nightly through September.

g. The Office of Information Services has forwarded a request to the
National Archives and Records Service (NABS) initiating the transfer to
National Archives of another 110 cubic feet of permanent OSS records that have
been reviewed by the Directorate of Operations. This is the second increment
of OSS records released to NABS.
h. One of the more eccentric FOIA requests received this year comes
to us from an individual in California. The requester "for reasons of
international understanding" is requesting a statistical analysis of CIA
"agents." Among the more exotic statistics being requested are average height
of each sex, frequency of eye color, percent of each sex requiring eye
glasses, and the average number of agents owning cats, dogs, goats, etc., as
pets.
i. The Director of Personnel testified before the House Permanent
Select Committee on Intelligence on 12 September regarding the proposed CIA
former spouse legislation.
j. The Director of Personnel briefed the International Personnel
Management Association members on "Excellence at CIA." The presentation was
well received and several institutions have requested copies of the speech.
k. The Director of Personnel had a wrap-up session with Dr. Paul
Seaburg of the President's Foreign Intelligence Advisory Board (PFIAB) on
recruitment in CIA. PFIAB members have recently visited the CIA recruitment
offices and have spoken well of our field activities. They were very vocal in
expressing the opinion that field recruitment offices must be retained.
1. On 6 September, the Director of Security, accompanied by a senior
Polygraph Division manager, testified on the CIA Polygraph Program before a
closed session of the House Armed Services Committee, Subcommittee on
Investigations.
m. During the reporting period, a group of security officers assigned
to the Director of Central Intelligence Security Staff and several non-Agency

residential security demonstration
n. The DDA has signed a Traffic Management Agreement with the
Commissioner of Highways for Virginia. This agreement covers future
construction of Route 123 at the CIA entrance. We have agreed to place in
escrow until 1989 the $500K that was allotted to CIA for the Route 123
entrance construction. The funds will be used when the traffic dictates
widening of Route 123.

? The latest issue of the JPRS series SOUTHEAST ASIAN REPORT will contain an
index, a first for JPRS publications. The index is a by-product of FBIS
experimentation with word processing equipment for independent contractors.
The contractor responsible for translation of the Vietnamese party journal
software furnished by JPRS, was able to create the index by
merely flagging key words as he did the translation.

The current inspection cycle is proceeding on schedule.

1985 Budget
-- Congress will not complete action on 1985 Defense Appropriations Bill,
which means we will be forced to operate again this year under a

1. Mazzoli Ex-spouse Bill
On Wednesday, 12 September, Bob Magee appeared before the
HPSCI to testify on H.R. 5805, a bill providing health and
annuity benefits to qualifying former spouses of CIA
employees. Bob testified after Representative Schroeder,
former DDA Jack Blake, and a panel of Mrs.
Colby and all of whom testified in suppor of
the intent o e egis ation.
2. Legal Protection for CIA Officers
On Thursday, 13 September, the Criminal Justice
Subcommittee of House Judiciary marked up and reported H.R.
6212, a bill that would add Intelligence Community personnel
and probation officers to the list of federal officers who are
protected by federal criminal law. Although there is no
opposition to including Intelligence Community personnel
within this coverage, the Republicans may attempt to use this
bill as a vehicle to force a House floor vote on an unrelated
issue, a federal death sentence amendment.

4. Foreign Affairs Briefings on the Philippines
On 12 September 1984, Asian and Pacific Affairs
Subcommittee of the HFAC was given an interagency intelligence
briefing on the Communist insurgency in the Philippines. On
13 September 1984, the East Asian and Pacific Affairs
Subcommittee of the SFRC was also briefed. Both Committees
plan to hold open hearings on the Philippines in the near
future .

Expect House to consider H.R. 5164 Monday, 17 September
and to vote on it Wednesday, 19 September.

The House and Senate Bills are ready for Conference.
Boland has written a letter requesting protection of DCI
equities.
3. Afghanistan Resolution
Senator Tsongas may try to push a new version through the
Senate.

DCI WEEKLY
PUBLIC AFFAIRS OFFICE
Commencing Monday, 17 September, of the PAO office, only myself and the
media relations aspects will remain at Headquarters at a new location. The
speech writing, appearances, presentations, letter answering, Academic
Coordinator, and Publications Review Board will be ensconced in Ames Building.
Presentations
In addition to five of the regular type briefings, some 300 MIT alumni in
the Washington area visited Headquar n the evening of 13 September. They
received an introductory briefing by and then were addressed by
Jim Hirsch, ADDS&T, on the role of scientific an technical intelligence.
Several PAO officers participated in the arrangements.
