Weekly Report
Directorate of Administration
- OS is investigating leaks on the subjects of Soviet shipments of MIGs to Nicaragua and
funding support for Afghan rebels.
The Office of Security has committed extensive manpower in support of the case which
resulted in the arrest of Czechoslovakian agent Karel Koecher. Several Agency
employees were interviewed by the FBI in the Washington area concurrent with the
initial FBI confrontation of Koecher on 15 November.
The Office of Personnel met with the ADDI to discuss steps to address the recruitment
and processing of DI personnel. Top priority is being given to the DI for scheduling
polygraph and medical appointments, additional field recruiters, and follow-up to
improve the Personal History Statement return rate.
During November the CAMS Processing Segment Production System experienced the
best availability since initial operational capability in May 1984. It was unavailable for
only six hours during the month.
Effective 29 November, the Office of Training and Education initiated use of a CT
database program. The database will consolidate CT personnel information from
employee locator cards and to provide a log of CT interim assignments during training
courses. It will also be used to update biographic profiles of CTs.

- On 5 December, Congressman Mark Siljander (R., MI) was given apre-trip political and
security briefing on Romania.
- On Thursday and Friday, R and 7 December, OLL and NCD personnel briefed the
Chairmen and Vice Chairmen of HPSCI, SSCI, HAC and SAC on the Grenadian
Judiciary Finding. The only individual not contacted was Senator Stennis because of
his recent operation. Senator Stevens said he would inform Senator Stennis when he
could. The only concern expressed was by Senator Moynihan who wanted additional
detail on what support is being provided.

appeared before the CBS Evening News toe lain our FCC-A8C 25X1
News complaint. The interview was videotaped for later showing.~did an 25X1
excellent job and CBS said they were impressed. The segment will probably be
factored into a broader look at the media-fairness problem. We do not know when the
show will appear. Similarly appearance on the videotaping for the Ted Koppel 25X1
show went very well. ABC itsel does not know when their program will appear. They
are still ne otiatin with their own network whether an ABC executive will provide a
rejoinder It would be ironic-and the Koppel show people think so too-if 25X1
ABC refuses an ey have to make such an announcement on the program.
Several of Washington's leading journalists told D/PAO they thought the Agency had
come out of the HPSCI-manual episode very well indeed.
Arkady Shevchenko is about to publish a book. He submitted for PRB vetting the one
chapter he said was intelligence related. The PRB cleared it without problem.

- Tom Polgar asked to see the D/PAO recently. Among other things he mentioned he
had been a member of a three-man panel to review HUMINT collection for General
Williams. The other two members of the panel were generals. The recommendation to
Williams was unanimous: that the HUMINT collection program was terrible, probably
could never be improved much, and that Williams should do the minimum amount in the
HUMINT field to satisfy Defense Department political requirements.

1. Progress reports on tasks assigned by the DCI/DDCI:

2. Items/events of interest:
a. The Office of Security is currently investigating a series of
media disclosures relative to the Soviets shipping MIGs and related equipment
to Nicaragua. These occurred in the days around, and particularly immediately
preceding, Election Day. On 28 November, another article concerning funding
support for Afghan rebels appeared in the media; this serious leak is also
currently under investigation.
b. The Secret Service terminal of the 4C system (Intelligence
Co~amanity Computer-assisted Compartmentation Control System for SCI Security
Clearances) has been activated, and Secret Service personnel will beain
training to maintain their portion of the data base.

e. A briefing on 13 December is being prepared by the Office of
Logistics for Mr. Keith Hall of the Senate Select Committee on Intelligence.
Mr. Hall has requested this briefing so that he may be brought up to date on
the status of the new building construction and on the status of the new
building support package.
f. The Office of Co?m~nications replaced the workhorse Model 28
teletype equipment, in use for the past two decades as our primary
cammuzications terminal, with the Warms Intelligent ications Terminal
(ICT) in all but six of the
offices. The terminals in the remaining six resident offices will be replaced
the end of December 1984. Replacement of the Model 28 equipment at most of

of Personnel's efforts to enhance domestic relocation benefits and approved
the proposal.

1. The Office of Personnel met with the Associate Deputy Director for
Intelligence to discuss the implementation of steps to address the recruitment
and applicant processing of Directorate of Intelligence (DI) personnel.
Actions which are underway and which were reported to the Coa~ittee include
the assignment of tap priority to the Directorate cases in terms of scheduling
polygraph and medical appointments, the addition of field recruiters,
follow-up with applicants by DI personnel to improve the Personal History
Statement return rate, and the dispatch of letters to all applicants for
Agency employment including those in the DI.
m. To date, the Office of Personnel has received 458 Open Season
actions for changing the employees health insurance. The Association Benefit
Plan accordingly has gained 100 new policyholders as a result of the Open
Season. Meanwhile, Office of Personnel representatives maintained public
relations activity to advertise Open Season.

q. The Office of Trainin and Education is conducting a ttao-week
course far Intelligence Officers. The program
consists o basic tradecraft subjects and several live exercises such as
meeting agents, eliciting information from an unlmawn individual, etc. The
six officers are middle grade officers who can be expected in the near future
to advance to positions of higher responsibility.

s. When a program of systematic review of National Intelligence was
suspended in 1982, the review of some 369 National Intelligence Estimates (NIEs)
remained outstanding. These doc~m~ents had been selected by Agency classifica-
tion review analysts as suitable for declassification; however, because the
documents were jointly produced by all agencies in the Intelligence Community,
it required a massive coordination program. Moreover, since the NIEs were dated
between 1950 and 1965, the copies originally distributed had since been
destroyed or otherwise were impossible to locate. A program begun in 1982 to
examine record copies by Commntuiity reviewers has been ca~leted. Of the 369
estimates, 37 were denied declassification, primarily by the Department of State
for foreign relations reasons. The remaining 332 are now available for
historical review on any other program.

? On 27 November, at the request of the Arms Control Intelligence Staff,
NPIC prepared a special briefing package on Soviet Strategic Forces. This
package was used by the National Security Planning Group to brief President
Reagan on 28 November. Also at the request of the Arms Control Intelligence
Staff, NPIC provided three pages of analysis on current and proposed imagery
collection efforts dealing with the monitoring of test programs and
deployment of CW/BW weapons verification.
? On 29 November, NPIC prepared a special briefing package for the State
Department that will be used by General Vernon A. Walters, the U.S.
Ambassador at Large.

We made the arrangements for the prepping and appearance of
(OGC) before the CBS Evening News to explain our FCC-ABC News complaint. T e
interview was videotaped for later showing. 0 did an excellent fob and
CBS said they were very impressed. The segment will probably be factored into
a broader look at the media-fairness problem. We do not know when the show
will appear. Similarly ~ appearance on the videotaping for the Ted
Koppel show went very well. ABC itself does not know when their program will
appear. They are still negotiatin with their own network whether an ABC
executive will provide a rejoinder It would be ironic--and the
Koppel show people think so too--if ABC refuses and they have to make such an
announcement on the program.
Several of Washington's leading journalists told me they thought the
Agency had come out of the HPSCI-manual episode very well indeed.
Arkady Shevchenko is about to publish a book, He submitted for PRB
vetting the one chapter he said was intelligence related. The PRB cleared it
without problem.
Tom Polgar asked to see me recently. Among other things he mentioned he
had been a member of a three-man panel to review HUMINT collection for General
Williams. The other two members of the panel were generals. The
recommendation to Williams was unanimous: that the HUMINT collection program
was terrible, probably could never be improved much, and that Williams should
do the minimum amount in the HUMINT field to satisfy Defense Department
political requirements.

they wish to continue to have Agency briefings given in their academic
courses. We have received requests thus far from three of these people -- at
Marquette, Cal State at San Bernadino, and Penn State, Delaware County.
