1.- Attached for your review is the subject draft which was prepared
by the NIC/AG. We considered the May 18 comments
made by the Senior Review Panel and adopted their suggestion that this
paper be delayed "until the Cyprus NIE is completed so that its judgments
can be factored into Aegean scenarios." Also, we have chosen to describe
possible scenarios involving military conflict in detail in the Cyprus
NIE. Other adjustments in the Key Judgments and the text of the Aegean
IIM recommended by the SRP are also to be found in this draft.
a one-page tabular summary of issues separating the Greeks
and Turks is provided in the Key Judgments.
-- a description of the several maps to be included in the
final draft will be distributed to NFIB representatives.
-- the Key Judgments have been expanded to include a
description of the Soviet role, the importance of domestic
factors, and possible negotiating frameworks.
