SUBJECT: Concept Paper and Terms of Reference for IIM: Possible
Soviet Actions Related to the US Strategic Defense
Initiative
1. Attached for your review are the Concept Paper and Terms of Reference
for an IIM on possible Soviet actions related to the US Strategic Defense
Initiative. This paper will be a sequel to last fall's IIA entitled "Possible
Soviet Responses to the US Strategic Defense Initiative". With your approval,
we will forward the Concept Paper and Terms of Reference to NFIB
representatives for their coordination.
2. SRP comments (copy also attached) have been accommodated by:
--modifying the terms of reference, Sections III-B and C to
specifically cite Soviet objectives to insure the survivability of
their strategic offensive forces, to develop capabilities to
neutralize US SDI systems, and to match US R&D in ballistic
missile defenses.
--adding a section on resource allocations, Section III D of the
terms of reference.
