Dr. Kent noted that ONE had prepare n Indonesia. The Director said he had read it and asked to obtain 25X1 another copy which may be shown to the Secretary of State, Dr, Bent commented that this paper would come before IAC at its meeting on 5 March, c) Asked Mr. Wisner to insure that prepares a memorandum of record on the meeting held with Mr, Murphy at State on 2 March regarding HFE, The Director said he particularly wanted to follow up on certain points discussed at the conference an that we should be prepared for a further meeting on this subject with representatives of State and USIA, The Director commented he would again like to see the 0 cables on RFE, 25X1 25X1 d) Noted a memorandum prepared by C/FE on CIA activities, directed against and commented that this subject in all obabilit will be discussed b the President's Committee 25X1 ACTION: COP and IG Lo decide on scope of briefing to e g ven the Presidents Committee. Dr, Kest remarked that he had "reluctantly concurred in request and is fact he felt with the exception of a very few, A personnel should not make speeches, participate in panels, etc. The Director said he did not quite agree with this since he did sot believe that everyone should pull into a shell, hoKever, he did agree that some restrfctioas should be placed on who participates fa exercises of this nature, and in particular subjects discussed. T)Se Director also made it clear that he did not want any "reluctaat cancurresc~s". He said if there is disagreeoent with a proposal, partial for fall he wanted to know about it.
