The only real suggestion I have to make is the one I made orally this morning or, developing early-on a broad picture of the Soviet military-industrial complex as well as the economy in micro terms so that we can judge what has happened, how it is affected by the plethora of individual initiatives in the Soviet studies on the significance of the military-industrial complex in the "OVA program, and what this portends in future Soviet policies, objectives and directions. We need a piece which we can improve on at intervals as various studies are completed in somewhat the same way as the 11-3-8 estimate serves as a base for evaluating new weapons and strategic programs. To be specific, what I visualize to be needed is a putting together of the developments in the programs on (a) the military-industrial complex, (b) the sector analysis and (c) the Soviet economy to provide a broad look at their capacity to support their military and political objectives, internally and externally, and the significance of new economic and industrial initiatives, facility expansions and responses to external economic pressures. 2.
