MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: CIA Support for Exercise PRESSURE POINT 84[]
1. (U) The Defense. Intelligence Agency is continuously striving to
improve the realism of intelligence play during JCS-sponsored exercises.
Although DIA as J2 for the JCS is primarily responsible for generating
scenarios and events which will drive exercise objectives, it needs the
assistance of other commands/agencies having expertise/collection
capabilities in the regions depicted in the scenario. To this end, CIA's
active participation in exercise PRESSURE POINT 84 is strongly solicited.
2. (S) PRESSURE POINT 84 is a JCS-sponsored exercise which portrays
three major areas of conflict: Korea, North Africa, and Central America.
During active exercise play, 16-22 November 1983, the depicted Korean war
will be at a virtual standstill and a crisis in North Africa.will be
winding down. .The situation in Central America, however, will be
deteriorating to the point where decisionmakers may find it imperative to
interject U.S. forces to protect both Honduras and El Salvador. For the
Central American crisis to be adequately and realistically portrayed, CIA
participation in PRESSURE POINT 84 is essential.
3. (C) The type of support. DIA envisions for CIA during PRESSURE POINT
84 consists of a minimum of two experienced Central America analysts
(GS-11 to GS-13) providing 24-hour coverage in the DIA Control Group.
As exercise controllers, these analysts would be responsible for
responding to queries directed to the CIA, and for scripting Master a
Scenario Events List (MSEL) items. Because prior coordination would be
required with both SOUTHCOM and DIA to generate a consistent flow of
events, the selected individuals should also attend training/scripting
sessions the week prior to the exercise's commencement. The analysts
requested above are in addition to the individuals requested in the
attached JCS Staff Participation Memorandum. -
4. (U) CIA's participation in PRESSURE POINT 84 would greatly enhance
intelligence play, and would ensure that decision-makers are made aware
of exactly what types of information would be available to them in times
of crisis.
5. (U) To facilitate the planning process, request that CIA respond to
this proposal no later than 15 September 1983. The DIA point of contact
