SUMMARY: Letter from Sen. Chiles to DCI forwarding a letter from
constituent, requesting
a document entitled "National Basic Intelligence Factbook" GC BIF 84 002
Jul 84.
After several calls around the Agency I discovered that the
"Basic Intelligence Factbook" has been renamed "World Factbook".
I called Sen. Chiles office and gave Julie Sanders the correct title
"1984 World Factbook" CR WF 84-001. I also explained that we are not
allowed to send documents for constituents, but it could be purchased
at NTIS in Springfield or obtained from the Library of Congress either
by the Senator or by the consituent.

draft study entitled "Arms Control Verification: A Guide to Policy Issues for
the 1980's".
The subject is a very important one to policy officers and intelligence
analysts, primarily because of the major role which monitoring has always
played in verification activities. Because of that, a number of analysts in
this Agency looked at the report and provided comments about one or more
pieces of the report. Overall, the comprehensiveness of this study makes it a
document of considerable significance, both to us and no doubt to the Policy
Community as well. A major value of this document to us is the background it
provides for the whole policy question of verification.
I understand that an agency officer called and talked with you about the
report. I hope his comments were helpful to you.

Enclosed is a draft paper "Arms Control Verification: A Guide
to Policy Issues for the 1980's".
The public percept'-on of arms control verification as a
simple matter of trusting the President to ensure the Soviets
aren't cheating contrasts sharply with the technical, legal,
strategic-military and political complexity of verification
issues. Some of these verification issues and the involvement of
the President, military and intelligence officials, as well as
the Congress, are addressed in this draft study.
Any comment you care to make in your personal capacity would
be greatly appreciated, by October 18, 1,9$, if that would be at
all possible.
