Approved For Release 2003/01/29_: CIA-RDP80B01676R002300190028-9 DEPUTIES' MEETING Friday, 10 February 1956 PRESENT: Mr. Dulles, General Cabell, Mr. Amory, Mr. Helms, Messrs. Kirkpatrick, Lloyd, Bissell, Roosevelt Sheldon, Mr. Dulles: a Noted that a covert clearance had been given to and raised the question as to whether or not it was advisable that we grant any type of clearance to any Member of Congress. Mr. Kirkpatrick expressed concern in this matter and stated he would report at a later meeting on it. b, Discussed budget matters, mentioning that he had a letter from Mr. Macy enclosing a circular which sets forth standard policy of clearing with the Bureau of the Budget messages to Members of Congress dealing in budget-type matters. The circular was given to General Cabell who in turn is to give it to the I6 for study. c. Discussed the Executive Pay Act and indicated that he might discuss this with Governor Adams. 25X1 d. Said he had read cables from with considerable interest and asked that a cable to that effect be sent to (This was later done.) 1? Mentioned that Bill Lacy was under serious consld ra- tion to succeed Amb? Ferguson. The main stumbling block is the question of Mr. Lacy s health. 1. Discussed briefly thel interviews in the paper and Mr. Helms furnished the complete background data on this. Mr, Kirkpatrick warned that this probably was only the beginning in view of a personality now active in the Committee. ^, Discussed the 0 material and said that someone ought to bring up to date our policy" based on this material, Mr. Amory agreed to o this, n, Discussed the exchange of scholars between the US and USSR, Mr. Bissell said he would like to strongly support the DD/I position in this matter. Stated he had been approached by Mr. Traynor of AEC asking for a "treaty of peace on recruiting", stating that AEC would particularly like to have priority on recruiting in Montgomery County. 25X1 Mr. Kirkpatrick: Requested that all material and information on the President s Board be either cleared through the IG or that the IG be informed of actions taken. Mr. Lloyd: ]the Bissell project would soon be moving to 17th and H Streets, N. 1/., and pointed out this would raise a severe parking problem. Discussed the possibility of running a special bus to Quarters I parking lot to the new building.
