Kirkpatrick, Helms, Bissell, Sheldon, Gen. Truscott, Mr. Mr. Dulles: a, Noted he had met with the President's Board of Consultants on Foreign Intelligence Activities on 6 April to discuss recom- mendations of the Clark and Doolittle Committees pertaining to CIA which had not been fully implemented. The Director said he had covered these point by point and the Committee was in general agreement with our reasons as to why the above-mentioned recom- mendations had not been fully complied with. (In this connection the Director asked Mr. Kirkpatrick to prepare a memorandum for record, listing the points discussed and action taken.) The Director also said Dr. Killian had indicated that he felt our recruiters were not up to standard, particularly those seeking employees to fill professional jobs in the Agency. ACTION: Col. White and Mr. Kirkpatrick to prepare a memo on this subject the Director can submit to Dr. Killian, Mr. Dulles went on to say that apparently the Army had given the Committee a rather full briefing on training activities and as a result had raised several questions about our training facilities. The Director said he realized that Col. White did not have sufficient time during his presentation to the Committee on 2 April to fully cover training and asked Col. White and Mr, Kirkpatrick to prepare a memo on CIA training he might furnish Dr. Killian,. Another point the Director said raised by the Committee was the number of SI clearances and asked Mr. Sheldon to prepare a memorandum on this matter which he would submit to Dr. Killian. The Director noted the Committee felt that the Executive Order which established it was too broad in scope and therefore they had prepared a memorandum setting forth what actually would be covered, making clear they would not be responsible for looking into day-to-day operations. 25X1 25X1 Approved For Release 2003M14 9'.' 6IAt~tdP80B01676R002300190015-3 Approved For Release 2003/01/29 CIA-RDP80BO1676R002300190015-3 25X1 d, Noted he had received a call from Ted Strelbert who reported that: 1) the Department of State is not favorably disposed to the suggestion that President Eisenhower visit Manila for the 10th anniversary celebration of the independence if the Philippines; 2) a letter is on its way to the Director requesting that some of his (Streibert''s) people receive SI clearances. ACTION: Mr Sheldon (point 2); 3) USIA would like to be represented a -ef the IAC. The Director said he saw no objection to this and asked Mr. Amory to speak to Mr, Park Armstrong of State. Noted that the Watch Committee was meeting this afternoon and would look over the Arab-Israeli situation. The Director asked if CIA intelligence information on this problem is being furnished promptly to Douglas MacArthur II Committee. Mr. Amory commented he assumed information furnished this Committee would also be drawn from his side of the house. Noted there is on display in the Office of Logistics a chart showing the locations of the various Agency components in the new building and suggested that Mr. Dulles and General Cabeil might like to see this. Mr, Helms: Reported that had requested to resign for a month in order to assist in a po tical campaign. The Director disapproved and said we would consider takingir anyone else who should wish to resign for this reason ac "after a period of time, dependent upon employment opportunities at that time".
