DEPUTIES! MEETING
Friday, 27 April 1956
PRESENT: Mr, Dulles, General Cabell, Mr. Wisner, Col. White,
Mr. Sheldon, Messrs. Kirkpatrick, Helms, Roosevelt,
Bissell, Dr. Kent, Gen, Truscott, Mr.
Mr. Dulles:
a, Referred to a memorandum he had received from General
Erskine proposing that a meeting be held with representatives
of the Departments of State and Defense, CIA and the Atomic
Energy Commission to discuss procedures and methods for
formulating a world-wide counter-intelligence policy. The
Director noted this memorandum stated that the above-mentioned
proposal is based on recommendations made by the JCS to the
Secretary of Defense and further recommended that the counter-
intelligence policy agreed upon be forwarded to the NSC for
approval, After considerable discussion it was the concensus
of those present that this matter should be channeled through
the IAC, The Director indicated he would take the following
action: 1) call General Twining (Chairman of the JCS) and
obtain the aforementioned recommendations of the Joint Chiefs;
2) seek the views of the members of the IAG; 3) draft a
reply to Gen. Erskine. NOTE: Subsequent to the meeting the
Director attempted to call General Erskine and upon finding
that he was out of the city sent Erskine a letter asking that
he get in touch with him upon his return,
b. Referred to his testimony before the Symington Committee
and noted that , Mr. Paul and Mr. Stoertz are now
going over this material in order to determine what can and
cannot be released to the public. The Director said he was
concerned as to his duty in this matter and asked for the views
of those present, noting that the following points should be
taken into consideration; 1) if any of his testimony is
published would such action establish a precedent; 2) is he
llikeiJQy.t~ be called efore other Congressional Committees,
3) iY relations. give his views on the world situation;
if any of his testimony is published would he be violating
the law in not protecting intelligence methods and sources;
4) should the testimony be made or not be made public in the
national interest; 5) if it is made public what would be the
effect on other intelligence agencies. After considerable
discussion of these points General Cabell recommended that the
Director 1) inform the Committee it would not be in the nationn

interest to publish all of the testimony in question; 2) furnish
the Committee an expurgated portion which could be published
provided there is no attribution to CIA. This recommendation
was agreed to.
C4 Noted he had been informed by that the STAT
Soviets had approached PanAm with respect to rec service to
Moscow. Mr. Bissell said he too had heard this and added that
the Soviets had stipulated, however, that no Soviet nor Satellite
citizens would be allowed to take advantage of this service.

e, Noted a State cable from Gov. Stassen respecting a
conversation that took place during a luncheon that he (Stassen)
had at the Quai dTOrsay and said he would like to give Governor
Stassen "a little report" on the matter mentioned in his
message upon his return to the US. ACTION: COP.

Noted that Amb, Thompson was being debriefed in his office
at 3:30 on 30 April and asked the Director if he wished to be
present. Mr. Dulles indicated he could not do this but would
like to see the Ambassador some time during his visit,
ACTION:
Mr. Kirkpatrick:
Reported on the recent activities of the President's Board
of Consultants and noted that: 1) the Board had furnished a
three page report to the President indicating the improvements
in US intelligence as a result of the Doolittle and Clark
Committee reports and that CIA has made a conscious effort to
carry out the recommendations of these Committees; 2) five
members of the Board plan to meet in Washington on or about
12 May and he did not believe CIA would be called upon for
anything during this meeting; 3) several members of the Board
are traveling or plan to travel abroad and that yesterday Mr.
Kennedy had been given a complete briefing by 25X6
on our activities I I and t aegree 25X6
The Director asked that he be furnished a full
memoran um of these briefings. Mr. Wisner said such a memo is
being prepared.
Noted he had received a call from Mr. Macy of the Bureau
of the Budget covering the following points: 1) t;ie supplemeats1
budget will be submitted by 15 May; 2) his (Macy's) initial
reaction of the briefing held yesterday on our new building was
that CIA should plan a building which would house all of our
employees; 3) Macy had requested a summary of the questions inc
answers asked CIA by our Congressional Budget Committee. The
Director approved,
