Approved For Release 2003/02127 CIA REDP80BO1676R002300180040-6 DEPUTIES' MEETING Friday, 5 August 1955 PRESENT: Mr. Dulles, General Cabell, Mr. Wisner, Mr. Amory, Col, White, Messrs* Kirkpatrick, Helms, Bissell, Sheldon, General Truscott, Mr. Dulles: a. Noted he had received a memorandum from General Schell respecting coordination of intelligence on international communism and Mr, Bissell advised that as a result of a meeting he had held with Messrs? Amory and Helms he believed he would have a CIA position paper on this subject for the Director today, After some discussion in which it was agreed that probably the best way to handle this matter would be to appoint a sub- committee of the IAC (as recommended by General Schow) chaired by a representative of CIA (Nr. II was mentioned), Mr. Bissell undertook to get his recommendations to the Director as soon as possible. It was also suggested that the proposed CIA solution be discussed with Park Armstrong. The Director approved. In response to a query from the Director, Kr. Helms said to his knowledge General Schow had never asked to see what we have or are doing in the international communist field; however, we do disseminate to G-2, among others, Staff C reports on this subject but as is our practice we do not make available raw intelligence in this regard* anded to Mr. Amory a paper he (DCI) had received from and asked Mr. Amory to return it to him after he bad read Ite- eq Asked Mr, to include a copy of _ letter to Drew Pearson w th his (DCI's) letter to Europe Dr. Mooney# d. Noted he had now decided to leave on his trip to General Cabell: 25X1 25X1 25X1 a. Referred to the forthcoming visit of I and 25X1 the probability that he would get in touch with General Trudeau and recommended that CIA go on record that, should G?.2 make any agreements with I such agreements be checked with CIA in view of our previous dealin s with his. The Director noted that CIA is not sponsoring his trip to the U. S. and he was of the opinion CIA would be better served by "playing 0 by 25X1 ear". Subsequent to the meeting the Director agreed to sign a memorandum to G-2 along the lines suggested by DD/P. NOTE: Incidental to r-- I visit, the Director asked Mr. Kirkpatrick to determine whether Congress had approved additional money fo 3i b. Stated that ineidentalto the briefing for Senator Malone he asked if it would be consistent with his other briefing duties to also organize briefings and debriefings for Congressmen noting that indicated he could do this 25X1 and in fact he attempted to maintain a record of all briefings and debriefings and this would be one way to insure that such record would be complete. After discussion it was agreed that Mr. Kirkpatrick would draw up a directive for the DCI?s approval covering all briefings and debriefings given by Agency personnel* c. Raised the subject of CIA awards and referred to a particular case wherein a certain individual had been recommended for such an award but due to subsequent misbehavior the recom- mendation had been withdrawn. General Cabell stated it was his view that awards are given for specific accomplishments and if the award in question had been actually made at the time it was recommended, he did not believe that we would be in a position to withdraw it today, The Director said he agreed we should have acted more promptly; however, he expressed the tentative opinion that as an intelligence agency, consistent performance should be taken into consideration in awarding CIA decorations. (The Director did not announce this as his policy,) After some further discussion it was agreed that 1) in the future It would be a fixed policy of this Agency to act on recommendations for awards in the shortest time possible consistent sith administra- tive procedures, 2) DD/P would list the pros and cons in the case of the individual in question and make further recommenda- tions to the Director. Mr. Wisner: s ked the Director if he had had an opportunity to read s paper on the policy to be followed in cold war activities. The Director said he had and there were a few comments he wished to make as soon as he had time to do so. It was suggested that in the meantime a copy of this paper be sent to State (Tony Satterthwaite) and Nelson Rockefeller for their review, but pointing out the fact that the paper is a first working draft and that a revised draft would be submitted in a few days. The Director approved and said he hoped this paper would be ready for discussion at the OCB meeting on 10 August. General Truscotts Reported that Defense had withdrawn its active officers assigned to the Stassen Committee and the Task Force appointed for this Committee now consisted of himself in view of General Smith's hospitalization, General Truscott said that he is expecting a letter from Mr. Stassen on this problem and after receiving it he would get in touch with General Max Taylor. Mr, Kirkpatrick: Reported that a bill had passed in Congress authorizing additional Undersecretaries and Assistant Secretaries in the Department of State. Mr. Amory noted that several Assistant Secretaryships still remain unfilled and in his opinion one of these should go to Mr, We Park Armstrong. The Director asked DD/I to give his a brief memorandum on this and he would speak to the Secretary of State.
