Health and sanitary condit~~ns ar.e especially grim problems. There are logistt~c/transportation constraintlE that pay affect the expeditious movement of food aid. The lark of water clearly creates life-or-death situations. To save lives on a large scale, actions need to bt.~ taken imlediate Contact_ has been made with DepertmlFnt of fense (DOD) officials in the belief that the DID coo provide significant support:R eepecially.in the areas o heal , sanitation, loglstica/transportation, water, saps poss~.bly engineering. The DOD has capabilities not only to p;Fovide direct assistance but to apply. managerial expertise. ThF Intet:~gency Task Force on the Africen Emergency has recogniz,~d that resources from other sources .ma.y not be sufficient to meet man~- of these emerging conditions . We believe that the African drought e~nergencx requires special dispensation to allow the DOD to provide support of emergency requiremecite. it would be appropriate fob the President to issue an t;xrcutive Order directing. the DOp to meet those emergency African requirements properly identified by the Interagency Task Force on the African Emergency.
