Approve: Disapprove: In-house Initiatives Regardless of the status of the interagency approach, there are a number of initiatives that at the margin could improve Agency analysis and collection. Possible DI Initiatives There are a number of initiatives that could be implemented to improve the quality of the Agency's analytical effort. In the short run the Directorate of Intelligence should: 1. Upgrade QE ' capabilities by (1) increasing its economic expertise and (2) enhancing its effectiveness by creating a senior economics requirements group which would replace the role currently played by the EIC. At present, the requirements system provides little guidance in the economics area. Collection requirements must be more sharply focused. Moreover, a mechanism has to be established for reviewing requirements and pinpointing upcoming issues in an atterpt to provide the maximum amount of lead time. Once this senior level group is established it should conduct a full baseline review of all outstanding requirements. Establish a formalized briefing program for outgoing case officers. During the Vietnam period, great care was taken to bring collectors up to speed on what was needed on the analytical front, as well as the key developments and events that needed to be followed in country. An enhanced program along these lines, especially if augmented by more frequent field contact, would provide collectors with a better context in which to operate. Approve: Disapprove: 4. The DI should bolster its training program for newer analysts in order to upgrade their sophistication concerning writing effective requirements, appropriate tasking, importance of reports evaluation and Station operations. Steps must be taken to ensure that these skills are then applied in respective DI offices to guarantee an effective, balanced informal requirements system. Expand the economic capabilities of the DO by reviewing the skill mix that will be needed to meet the collection challenges in the years to came by developing a program to bring in case officers with a background in economics. The goal should be to give case officers the basic skills they need in the econamics area and a firm understanding of the key economic and intelligence issues and how they interact with other policy concerns. It would also develop a systematic approach for dealing with the growing flow of openly available data which the information revolution has generated. -- Take an annual overall look at the impact that the new collection systems will have on both intelligence analysis and on human collection needs.
