MEMORANDUM FOR: Acting Deputy Director for Intelligence
FROM: Director of Central Intelligence
SUBJECT: East-West Trade
Peter Flanigan is going to attend a session of an East-West Economic
Group to be held in Paris for the purpose of participating on financing of
East-West trade. About 25 financial people from the East Bloc and 30 from
the West will attend the two-day session. Alkimov, who is the head of the
Soviet foreign credit bank; Vishiani, Kosygin's son-in-law; and Androshi,
Austrian Finance Minister and now head of the major Austrian Bank, are among
those who are on the panel. Flanigan would like to come down sometime between
1:00 and 4:00, Wednesday, for a general discussion and briefing with someone
here who has a fix on the state of East-West trade and the financing
thereof. In return of which he will pursue any questions which we may
have and come in to be debriefed on his return. Flanigan is a very knowledgeable
and astute individual and I think we should see what can be developed out of
this.
