1. With respect to your notes, I think there are some basic facts that
both of you need to know.
-- I believe that the DCI's reference to PFIAB about an Agency
classified report on Soviet arms control violations was slightly
in error.
-- This Agency, and the rest of US intelligence, has been assisting
in the preparation of the report to the Congress from the
Executive Branch about Soviet violations of arms control
accords. But there is no individual Agency report. On occasion,
in the past few weeks, I have sent out copies of that report. I
did so for security/logistical reasons, given the report's SCI
classification at that time.
-- Subsequently, we have helped sanitize the report to the SECRET,
non-SCI level. The existing version of the report is controlled
by ACDA.
Consequently, I believe that PFIAB should be told of our role in this work and
that the report is controlled by ACDA, from whom they can get a copy quite
easily (I trust). Or PFIAB could try the NSC staff.
2. I will be glad to inform PFIAB, if you so desire. Given the above, I
don't think there is anything more I ought to do but you are free to call and
change my mind.

during the DCI's meeting with the Board
last week he mentioned an Agency classified
report on Soviet arms control violations.
The DCI told the PFIAB that he would make
the report available to the Board. Could
you please obtain this. report and confirm
that it can be made available to the Board.
