Wisner, Amory, Colonel White, Messrs, Kirkpatrick, 0 Sheldon, Mr. Dulles: 25X1 25X1 a. Noted his concern over the publicity which might well result if any of the CAT pilots are lost in IndoChina, and'after some discussion asked Mr. Wisner to take this matter up with the appropriate people in State and CAT officials, in order to develop a party line to handle any such eventiality?.. b. Noted a State Cable to Ambassador Cumming respecting U. S. Military Instructors for IndoChina who would, if assigned, afford a means to: (1) counter Communist influence- (2) obtain valuable intelligence; C3) 25X1 and stated these duties had a direct bearing on our activities. After some discussion, wherein it was noted that the assignment of these officers had not been brought to the attention of any of those present, the Director indicated he would discuss this matter with General Smith at today's OCB Luncheon. The Director also asked Mr. 25X1 Wisner to determine from whether he had any knowledge of the proposal contained in the above-ment oned message. c. Referred to a cable (IN 27633) 25X1 which contains a request from that CIA furnish him our comments on possible ChiCom reactions an intentions if the Geneva Conference fails tc result in a negotiated peace for Korea and IndoChina, and stated that: (I) this request would have to be most carefully handled and, in facts he did not see how we could prepare the comments requested without a great deal more informa- tion (2) DD/I would ensure that the reply to this message is cleared with him. Mr. Wisner suggested we contact the Bureau for any further information they might have on this matter and at the same time attempt to determine what action if any they intend to take. The Director approved. d. Noted a message from the FBI (IN 27951) respecting a suicide pilot who is to crash into the Puerto Rican Capitol-Building in San Juan, and 25X1 e, Noted a report in today's TIMES HERALD on talk at 25X1 the National War College on 9 March 1954, and asked DD/P to bring this to the attention of F_ I f. Referred to a memorandum dated 16 March 1954 from Chief/Ms, respecting a particular situation 0 and noted his concurrence in its contents. Asked those present to provide the Comptroller at the earliest practicable date their contributions for our budget presentation.
