Personal History Vignettes
REFERENCE: Your Memo dated 8 February 1984; same subject
In conjunction with the HPSCI's request that certain Personal History
Vignettes be reviewed for declassification, the documents were forwarded
through the DA/Office of Information Services to the DO/Information
Management Staff for review and recommendations. The recommendation from
IMS is that the documents remain classified. As you can see from IMS'
response, which is attached, sanitization would result in relatively
meaningless data being provided to HPSCI.

Review of Personal History Vignettes for
House Permanent Select Committee on Intelligence
1. I have attached for your information the report submitted to
me by the FPLG officers who reviewed the personal history vignettes
that originally were prepared for HPSCI. Along with that report are
the vignettes and all other material that was sent to this office.
2. I concur with the recommendations of the reviewers. Even in
a sanitized state, the information in these vignettes would provide
a pattern of activities for CIA wives that could identify others in
similar situations who are currently with their spouses on
assignment overseas. Such identification could lead to any number
of actions that might be taken against an individual, not excluding
bodily harm. It is, therefore, recommended that these vignettes
remain classified.

SUBJECT HPSCI Request for Declassification Review
of Personal History Vignettes
1. Per your request) and I reviewed the
vignettes and the proposed deletions as marked by
Classification Review Division, DA. Even though we made more
deletions, I have reservations about releasing any of the
information.
2. Do the CIA wives know their information will be
released? There is much personal information in the vignettes.
3. I believe people on the outside (non-Agency) will
recognize the posts (Stations/Bases) the wives are talking
about -- even after the marked sanitizations are made.
4. The detailed modus operandi of CIA wives sets them
apart from other wives. The disgorgement of so much
information will surely make it easier to identify a CIA wife
in the future. One could readily prepare a profile or
composite of a typical CIA wife with these vignettes in hand.
5. I suggest CI Staff, and perhaps Central Cover Staff,
also look at these materials prior to any release.
