In response to referent memorandum, this Staff supports your suggestion that a posture of opposition to the Brooks Bill and related initiatives should be expressed to the Office of Management and Budget. 2. We conclude that the substitute version of H.R. 4681 offered by Congresswoman Schroeder, even though it provides exemptions for CIA and NSA, would have very adverse consequences for the security of sensitive intelligence in the rest of the Intelligence Community. The broad dissemination and interchange of intelligence among Community organizations makes it imperative that common security and access standards (as required by Executive Order 12333) be applied throughout the Community to information of the same or similar levels of sensitivity.
