on reciprocity and equivalence which I understand you are
propoa1,nq frz inclusion in the Intelligence Auth:-,rirx*_i*n
Bi;s.l fpr FY 1965. Torte amendments which you propose affect
fundam4rtal authorities granted to the Secretary of State
under '4'i tie ii of the State Department Basic Authors t sea
Act, a# amerpde. I share your objective of. achieving greater
re,cipr49city and equivalence and reducing the threat from Soviet
an, other hSstile intelligence presence in the United States.
We h,avp taken a number of steps in this direction and are in the
process of 4,mplementing others. At the same time. I believe
that the operative portions of the draft proposal would be
counterprodcyictive.
Section (b) of the proposal appears designed to require a
re fiction irk the number of Soviets and Eastern Europeans to whom
the United (states currently grants privileges and immunities.

Soviet Union, stripping embassy and consular personnel of their

to, recruit Neericans to take over some of the positions rtr+-
staffed by ocala -- a program we have initiated and which is
strongly surported by PFIAB and the intelligence community.- In.
all cases, Ohe net result would be far more injcrtoue to
ourselves than to the foreign government.
Section (c) calls for a yearly Presidential report on
rec ,prpcity, If such a report were to be done, responsibility
fcr it woull ~ have to be with the Department of State, since it
is who am responsible for the management"a1F reciprocity policy
ire; achievi9p out foreign policy objectives. While I understand
Congress' dtpsire to be kept informed on these matters, I prefer
that this b,i accomplished by my designating responsible officers
of; the State Department to testify before the appropriate \
cam!pittees lpf Cor.gress.
Section (d) of your proposal would strike the requirement in
the State Department Basic Authorities Act that the #irector .^E
tk;e Office pf Foreign Missions be a Foreign Service Officer with

curtain special qualifications and that-the Deputy Director
he a member of the intelligence community. This provisio vas
accepted last year by the louse/Senate Conference on the
Department's FY 84/85 Authorization Bill so as to provide
greater definition of the role of the Office of Foreign
Mtssigns. We would prefer that this question not be reopened at
this time.
& ain, I want to make clear that I strongly endorse your
objective of encouraging reciprocity and equivalence ana
controlling the hostile intelligence threat. For this reason, I
have 41sked Assistant Secretary Richard Burt and Deputy Assistant
S,?cret.ary Mark Palmer to be prepared to meet with yD) to discuss
how we can work together toward this commonly held goal. T hope
that vuch a meeting can be worked into your schedule. ?c
