Mr. SKELTON introduced the following bill; which was referred to the Committee
on Science and Technology
A BILL
Relating to the transfer of civil land remote sensing space
satellite systems, meteorological satellite systems, and
oceanographic satellite systems to the private sector.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 That, notwithstanding section 201 of the National Aeronau-
4 tics and Space Administration Authorization Act of 1983, the
5 Secretary of Commerce shall not transfer the ownership or
6 management of any civil land remote sensing space satellite
7 system and associated ground system equipment, or meteoro-
8 logical satellite system and associated ground system equip-
9 ment, or oceanographic satellite system and associated

1 ground system equipment unless, in addition to any other re-
2 quirement of such law-
3 (1) the Secretary of Commerce or his designee
4 has presented, in writing, to the Speaker of the House
5 of Representatives and the President of the Senate,
6 and to the Committees on Science and Technology,
7 Armed Services, and Agriculture of the House of Rep-
8 resentatives and the Committee on Commerce, Sci-
9 ence, and Transportation, Armed Services, and Agri-
10 culture, Nutrition, and Forestry of the Senate, a com-
11 prehensive plan for the proposed transfer; and
12 (2) the Congress thereafter approves such transfer
13 by law.
