SUBJECT": Proposed Visit to NSA to Discuss EOD
Processing
1. As members of the EOD Processing Inspection Team,
we currently are groping for possible solutions to a plethora
of problems that Agency applicants and hiring components have
been experiencing. In the course of our survey, several people
have suggested. that NSA has similar problems and is doing some
things differently. We would like to find out just what their
current approach to applicant processing is like and what. kind
of results they are getting.
2.. I talked about this with because of her
own experience and contacts at NSA. She.said that she now has
only substantive contacts at NSA and cannot recommend a 'point of
contact for our purposes. But she does believe that NSA's personnel
processing requirements are more like CIA's than those of DIA,
State, or FBI.
3. If you agree on the merits of a visit to NSA, we would
appreciate your calling the IG there.to arrange for a point
of contact. Then,perhaps -land I could arrange for
our clearances to be passed and go out there some day next week.
Here are some topics that you can say we would like to explore:
--The normal sequence of major steps in the processing
of NSA applicants (i.e., professional/clerical testing,
medical, and security background investigations).
--Specifically, what has NSA's experience been with the
practice of up-front polygraphing of applicants?
--Any other initiatives aimed at expediting the processin
