Approved For Release 2008/04/17: CIA-RDP86BOOl54R000100070003-7 CONFIDENTIAL 13 July 1983 MEMORANDUM FOR: Inspector General FROM: SUBJECT: PATB, EOD Processing, etc. 1. Another thought on PATB, EOD Processing and all that. The "new" information that we were given at the meeting was that the PATB has not been validated for any hiring component other than CT. The validation for CT makes it permissible to provide "raw" scores. Lack of validation for other components makes us susceptible to law suits if we provide "raw" scores. It seems to me that there is a serious flaw in this logic. First, if in fact there is no validation for other components, we probably should not be using the tests at all! Second, if we do use them, we would be on far safer ground in providing "raw" scores described as ojective measures of performance relative to some norm than in providing the narrative analyses and predictions of likely performance which have no underlying basis of statistical analysis. 3. Maybe we should change our recorrmendation to suspend all use of PATB other than CT until validation studies have been completed. At least maybe you should dangle this threat over head.
