Operations Group SUBJECT: Monthly Report, Okinawa Bureau--August 1983- A. Typhoon Abby, the first tropical cyclone of the "season" to approach the Ryukyus, caused the local military to declare a Typhoon Condition 1 on 19-21 August. Abby, initially described as a "supertyphoon," brought rain and 40-knot winds to the island as it moved. north 200 miles off the east coast. Bureau operations were. not affected and Okinawa escaped unscathed, although Abby later. struck the Japanese home islands, causing considerable damage. B. The senior U.S. military officer on Okinawa, Marine Corps Maj Gen John Phillips,. visited the bureau. for a briefing and tour on 11 August.. General Phillips was especially interested in satellite monitoring capabilities and had good things to say about FBIS service to Marine Corps elements on island. Another local military luminary Brig Gen Michael Nelson,. recently assigned commander of the Kadena-based 313th Air Division and the top Air Force officer on the island,. visited the bureau on 23 August. General Nelson's. visit coincided with processing of material from Soviet television on. USSR Air Fleet Day, and he was impressed with shots of Soviet tactical aircraft monitored and recorded by the bureau. General Nelson indicated that he. would like his fighter pilots to be able to. view these tapes, and we will make appropriate arrangements. A. Monitorial/Editorial 1 From 22 to 31 August we ran an experimental operation. for Jakarta ANTARA in Indonesian casts from th STAT cTAT I satellite. We are recommending that it not be added to. regular coverage due to heavy impact this would have on satellite cruising effort. 2.. Bureau coverage of Quezon City Television in the after- math of the 21 August assassination of Philippines opposition leader Benigno Aquino featured a four-take Marcos. news conference on the 23d and an eight-take interview with Manila police chief Olivas on the 24th.. 3. With the return of London Bureau's Russian monitor from annual leave, we discontinued temporary coverage and resumed our regular Saturday-Sunday coverage of the 1700 GMT.Vremya program from Moscow Television, effective 29 August. Cruising l.. Experimental TV transmissions from NHK Tokyo were observed on the 135?E Sakura 1-A Japanese. satellite, the first time television signals have been seen on this satellite. 2. On-26 A AmT-n n Domestic Television Service was tl~ STAT observed This is the first time Jordan television has been observed here.. 3.. Cruising continued on the Indonesian Palapa B-1 .satellite. The following data was observed during the month: Jakarta Domestic Television Service, Jakarta Domestic Service Radio, Jakarta ANTARA in Indonesian, Quezon City Television, and many other commercial radioteletype circuits. A.. We have received the final design package for the new Bureau air-conditioning system. Bids have been-requested and a prebidders conference held. B. The.Newsf.ax.system has been made operational, although old Hellschreiber system is still being used as backup. TDY engineers were. very helpful in testiiSTAT the Newsfax.system. also took data measurements and. record-a " ' ings for technical analysis of the ROSET signals and was extremely helpful in training Bureau personnel in additional operational use of.existing ROSET equipment. A.
