SUBJECT : Monthly Report--Nicosia Bureau--February 1983
I. GENERAL
Cyprus witnessed its first contested presidential election on the 13th
with incumbent President Sprios Kiprianou trouncing his opponents, conservative
and pro-West Glavcos Kliridhis and socialist party candidate Vasos Lissaridhis.
Although President Kiprianou's Democratic Party commands only about 19 percent
of the electorate, its alliance with the local communist party, AKEL, enabled
the president to win an easy victory. The communists, according to the president,
have not been promised any ministerial posts for their support. However,:,,r.emakks
since the election by AKEL leader Papaioannou indicate that wider participation
by "leftists" in semi-governmental institutions such as CYTA, the Cyprus
Boradcasting Corporation, and the Cyprus Electric Authority is being sought.
According to Papaioannou, these organizations have long been dominated by
conservative elements unfriendly to leftists.

Other noteworthy events in the bureau's coverage included Soviet Premier
Tikhonov's visit to Greece, the Libyan crisis, Egyptian President Mubarak's
visit to Sudan for talks with President Numayri and the continuing negotiations
between Lebanon and Israel. The bureau stayed open throughout the nights of
the 13th-to cover the Cypriot presidential election and the 17th to cover
Cairo radio amidst reports that Libya was massing troops on the Sudanese border.

Despite the adage that lightening doesn't strike twice in the same place,

made off with about $100 in Cyprus pounds. Police are investigating.
A. Monitorial/Editorial
1. In January the bureau began experiencing problems in the late
evening receiving Cairo MENA Service in Arabic and English, requiring
us frequently to pass the coverage to Jordan and London bureaus.

On the 3d, we further formalized backstop procedures, whereby both
bureaus begin printing MENA at 1800 GMT. In an attempt to improve
reception, we have installed an audio cable in the Arabic section
to allow use of Kili and Pissouri remote antennas to receive MENA.
While reception via the remote sites is not appreciably better than
from our rooftop, we hope to use the printout from both antennas to
patch items together and thus avoid relinguishing coverage where
possible.
2. On the 3d, Gulf Bureau assumed coverage of the 1805 GMT cast
of the clandestine Voice of Iran. We plan to take this coverage
back in the spring when reception should improve. Meanwhile, we
are backstop recording the cast.
3. At the request of the Wire, the bureau on the 17th maintained
an open-speaker watch on Cairo Domestic Service because of the Libyan
situation. An Arabic monitor remained on duty throughout the night
with an editor and teletypist on call.
4. Because of the continued unmonitorability of the late-night casts
of Marj 'Uyun Lebanon Voice of Hope, the bureau has dropped coverage
of the 1800-1810 and 1900-1910 GMT casts until reception improves.
5. The bureau has dropped coverage of the Greek-language newspapers
ATHENS AVRIANI and NICOSIA 0 KIRIKAS, ALITHIA and I DHIMOKRATIKI
because they proved unproductive.
B.. Technical
1. On the 23d we experienced a tem orar loss of the Embassy microwave
link, from interference from the transmitter. The Embassy STAT
has now agreed to notify the bureau w en it is testing this equipment
so that we can switch over to our landline.
2. Electronics specialis visited our remote STAT
antenna site at Kili early in the month to replace a defective switch.
