SUBJECT . Monthly Report--Nicosia Bureau--October 1983
A. The initial Beirut Radio report on the 23 October suicide-bombings
against the headquarters of the U.S. Marine and French peace-keeping contingents,
broadcast early Sunday morning, was monitored before the arrival of the
dayshift editor and the bureau's official opening hour. The duty editor
arrived within minutes of the early morning monitor's phone call. The second
report on the incidents, which provided the first hint of the true magnitude
of the disaster, was filed at flash precedence, as were all updates from
Lebanese radios for the next hour detailing the loss of life and the progress
of rescue operations. Additional monitors and editors were summoned to the
bureau immediately following the filing of the first flash report and the bureau
maintained an open watch on all Lebanese transmitters for the next 2 days to
provide the fullest possible coverage of the rescue effort.
B. The bureau recorded the second highest monthly wordage total in its
history: 787,100. The bureau record is 826,900, set in October 1981. The
previous second highest monthly total was in September 1983, when we filed
776,900 words. The bureau also set a new record for a single shift when 22,100
words were filed on the 18 October evening shift. Heavy reportage on a spate
of official state visits by high-level Bloc leaders and a Soviet parliamentary
delegation, plus Beirut developments, were responsible for the high wordage.
C. Efforts to fill the remaining vacancy in the Arabic section were
stepped up last month. Advertisements in the Cyprus press drew a number of
responses from Lebanese who have recently arrived in Cyprus, and 10 candidates
have been tested. We are also pursuing several leads in England.
D. On 3 October Cyprus adopted a new decimal currency system to repIace
pounds and mils. The Cyprus pound is now divided into 100 cents rather than
1,000 mils, and new coins have been minted.

A. Monitorial/Editorial
1. Coverage of the Beirut Television Service evening newscast
was suspended after reception deteriorated owing to the cooler weather.
2. Eight hours of panel discussions and a press conference by
Turkish party leaders were video-recorded at the bureau from Ankara
Television Service and forwarded to Tel Aviv for processing.
3. Nicosia's coverage of Moscow Greek 1600-1630 and 1900-1930 GMT
casts was extended indefinitely until BBC's Greek monitor recovers
from.kklingering illness.
4. A special report on monitored Egyptian voice and press agency
media treatment of Israel during this year's October war anniversary
celebration was prepared in response to an AG request.
1. The Nicosia-Caversham commercial circuit was activated from 28
October to 2 November as a result of an extended communications outage
caused by a landline problem between the bureau and STAT

awards ceremony at the residence on the 26th.
