I. GENERAL

represented FBIS at the annual FBIS-BBC Coordination
Meeting, held at Caversham 24 - 26 May, a shift in the timing of this
meeting from the fall to May to take advantage of better weather. The
weather, in fact, actually did cooperate and was relatively good for the
week, after a record-breaking 33-day period in which it rained every day.
(As of the beginning of June, it is back into the soup again.)
Agreement was reached during the month with the BBC engineering
staff regaxding the work remaining on the ROSET installation, which the
BBC expects to take over in early August. We expect delivery of the RF
and control cables shortly, the last bits of gear required to complete
the installation.
Monitorial/Editorial
1. The topic of the month was the case of errant Moscow World
Service newsreader Vladimir Danchev, whose deviations from the
standard Soviet line on Afghanistan were unparalleled in the
memory of Bureau and BBC Soviet-watchers. Danchev's "personal
mistakes" pre-dated the first discoveries, on 14 and 23 May; a
subsequent k of available recordings by BBC's chief English
monitorrevealed occasional insertions of words which
reversed the accepted formulations on disarmament as well as
Afghan policies. There has been no public acknowledgment in
Soviet media of Danchev's errors, now well publicized by Western
media.

2. In a development which may be related to the Danchev caper,
Moscow since 27 May has made certain changes in its English-
language services, e.g. the separate regional services for Africa
and Asia. Normally such revisions take place in April/May or
October/November during general programming, time, and frequency
changes; if they occur at other times they are usually well
advertised. These were not. The results are not yet all in and
BBC is continuing to survey Moscow's English-language output.
3. After 4iscussioni i the BBC Reception Department and the News
Bureau, BBC Senior Assistant for Output, has STAT
agreed to draft a new set of procedures for the Russian Unit's
processing of major Soviet speeches to meet FBIS needs for timely
reporting. The necessity for further changes will be considered
after trial runs and the collection of feedback.
4. The value of advance receipt of Soviet central papers via pressfax
was demonstrated yet again when the Soviet Government statement
on the INF talks was processed from PRAVDA four hours before it
was received from TASS.

monitorial initiative an assistance in developing the bureau's
Soviet television project, particularly in the period after
Brezhnev's death.
