BOX 1056 KEY WEST, FLORIDA 33040 MFL - 3025 5 August 1983 MEMORANDUM FOR: Director, Foreign Broadcast Information Service THROUGH Chief, Operations Group SUBJECT Monthly Report--Key West Bureau--July 1983 A. Monitorial/Editorial 1. The 26 July speech by Cuban President Fidel Castro provided more excitement than usual this year. Castro, it had been reported, was to make significant remarks on Cuba's position in re- lation to the Central American situation just minutes before Presi- dent Reagan was to hold a press conference. There was, therefore, highest level interest in what Castro had to say. So much that a White House advisor called the bureau chief directly for a sum- mation of Castro's statements and he was still on the phone when ,Fidel finished speaking. Thus all significant information was in the White House 15-20 minutes prior to the President's news con- ference. On the negative side, the takes of the Castro speech sent by Key West at immediate precedence seemed to take an inordinate amount of time to get to Washington. 2. A rather unusual event: CANA and NOTIMEX press agen- cies experienced no outages during the month. B. Technical 1. The corroded Archer rotor which was attached to the BHH-160/B magnetic field antenna--an indispensible tool in the bureau's cruising effort--has been replaced by a new Alliance rotor. 2. A considerable amount of time has been devoted to repairing and making operational most of the eight Collins 651S re- ceivers transferred from Abidjan. Three of these were received during the month: SNs 2964, 3432, and 3436. 3. An attempt to bring cable TV into the bureau in order to cover the Spanish-language (SIN) network for its coverage of major Mexican events failed because, according to the system's engineer, the nearest available point for tying into the system is too far from the bureau to guarantee adequate signal strength. The engineer did say, however, that the whole system in this area of Key West was due for upgrading and redesign within the next year or so. Therefore, it may be possible to get into the system at a later date. 4. As paradoxical as it may sound, although the Approved For Release 2008/03/19: CIA-RDP86-0004OR000100230006-4 Approved For Release 2008/03/19: CIA-RDP86-0004OR000100230006-4 bureau has more than doubled in size, the more rational distri- bution of racks and equipment has made it possible to considerably shorten all signal and control cable runs, except for those leading to the new workshop, thereby reducing the possibility of noise pick- up and signal loss.
